In 1913, only one year after being admitted to the bar, Marchand was elected as state representative. From 1928-1933 he served in the Louisiana House of Representatives, simultaneously serving as Mayor of Donaldsonville. He was also a prolific author and historian. His works include, The Story of Ascension Parish and Across the Years.
